EAI provided site/civil engineering services for the design and permitting of
a 14 acre, 100,000 s.f. retail center. The project included an act of the
legislature to facilitate a land swap between the Commonwealth of
Massachusetts and the Developer. The project included the design of proposed
building layout, parking lot layout, grading design, utility connections,
storm water management system, Low Impact Design measures, the relocation of a
36-inch MWRA Water Main, lighting layout and landscape design services. The
project required a series of state permits including permitting through the
Massachusetts Environmental Policy Act as well as presentations to the Saugus
Town Meeting, Planning Board, Conservation Commission, and Board of Selectmen.
EAI was successful in obtaining a full waiver of an Environmental Impact
Report (EIR) for mandatory EIR thresholds which were exceeded. The
construction phase of the project included the preparation of a NPDES Notice
of Intent and Storm Water Pollution Prevention Plan.
